hope my way is right

consider the given numbers as individual columns

which mean that the total is of four columns

now my idea is that
if we add the numbers in the column seperately we have a count of 23

consider from top right
23
16+7=23
4+5+14=23

9+3+1+?=23
=>23-13=10

so the missing number is 10

10,sum of first column =23,similarly second column =23....
