11 mint....till 15 meter it will take (5*2)=10 minute....but then it will climb 6 meter and wl reach the top....so the ans is (10+1)=11 minute...

exact climb in one minute.-6-3=3 meter/minute

so...in 5 mint....5*3=15 meter
next 6meter in 1 minute...........so.5 mint+1 mint=6 minute

as he climb 6 metres in one minute but slipped 3 meters in the next minute, it means he climp 3 meters in every 2 minutes;
3 meters in 2 min;
so, 1 meter in 2/3 = 0.66666 min
therefore, 21 meters in 21*0.66666 = 14 min
so, ans is 14 minutes
OR
if he climbs 3 meters in 2 minutes;
we can simple calculate by multiply 7 in both
means 3*7=21 meters and 2*7 = 14 minutes
