let cost of 1metre be rs 100
he sells it at rs 90 and has a profit of 15%
so actual price of the length he sold=90*100/115=78.26
so, ans is 78.26 cm

Lets consider Cost for 1 meter cloth is 100 rupees
He sells 1 meter cloth for 10% loss of 100= 90 Rupees to customer
due to false scale reading for 1 meter cloth merchant is getting a profit of 15% of 100=115 rupees
so for 90 rupees the cloth sold is 1*90/115 meters=0.782 meters
So the actual length of the scale is 78.2 cms
