Addition of water is 7/3 tons in 6.5 min. or 13/2 min.,so rate/hr.= 60*(7/3)/(13/2)=280/13 Ton/hr. and
with pump outlet is 15 Ton/hr. so net addition of water/hr.=(280/13) - 15=85/13 Ton/hr.
As with 68 ton of water,ship can sink, so hours needed to add upto 68 ton of water=68/(85/13) hrs.
So speed required to just reach the shore=Total distance/Time=156/[68/(85/13)]=15 km/hr.
