so basically the price of the product should be RS 550 including service tax,that means the shopkeeper gives RS 50 discount over Rs 550,now calculate it in percentage,so the final rate of discount is=50*100/550= 9 (1/11)%

assume the shopkeeper gives x% discount on article. so the discounted price will be:
=500-((500*x)/100)
=y (assume this as y rs)...............................................(1)
Now, after adding 10% tax on discounted price customer has to pay rs 500
=> y+0.10y=500
=> y=5000/11..............................................................(2)
comparing both eqn 1 &2
=> 500-((500*x)/100)= 5000/11
=> x= (100/11)%
=> x= 9.09%
Hence the rate of discount on article is 9.09%

let the price after discount be x.
so x+0.1x=500
x=500/1.1
discount=500-500/1.1=500/11
rate of discount=(500/11)/500 *100%=100/11%=9.99%
