As ask all the 4 digit number , assuming if repeating allow
there the 8 digit 0,1,2,4,5,7,8,9
for the 4th digit from unity except 0 all can be there by 7way and in remaining digit all digit can be there by 8 way
hence result : 7*8*8*8 = 3584

if there is repeation not allow then
result : 7*7*6*5 = 1470

It is not stated wheather the digits can be repeated or not!
if can be repeated then.
7*8*8*8=3584
we can't have(0,3,6)in 1st position
(3,6)in 2nd position and similarly at 3rd nd 4th.

7 ways to fill 1st position(except 0,3,6)
rest place can be filled by=8*8*8 ways
so,7*8*8*8=3584
if repeatition not allowed then,
7*7*6*5=1470

bhai there is 3 or 6 it is not 3 and 6,,,,,so we have to find out for both differently....once neglect 3 and another tym neglect 6 and add them.
