Say you start with P people. In 1 year you have 1.08P people. In 2 years
there are 1.08(1.08P) people = 1.1664P people.

The increase is 1.1664P-P = 0.1664P
The rate of increase = 0.1664P/P=.1664 = 16.64%

total annual increament in population = 4+4 = 8%
let the population be x
Population after 2 years = 1.08x +.0864x
Population increase = 1.08x + .0864x - x
%increase = ((1.08x + .0864x - x)/x )*100
= ( 1.08 + .0864 - 1 )*100
=.1664*100
=16.64%

1 year increment =4+4=8%
required %increment= 8+8+8*8/100 =16.64%

let population now be 100
as given population increased 4% p.a.
therefore population will be 104 after one year
and also given additional increment in population due to job seekers is 4%
therefore population will be =104+104X0.04
=104+4.16
=108.16
after one year, population is 108 (4% + 4%)

after 2 years, population is (.04*108.16)+108.16 = 112.4864
due to job seekers population will be after two years=116.986256
increase in population = 116.986256 - 100 = 16.986256

% increase = (16.986256/100) * 100 = 116.986256%

use effective percentage formula....
per year population is increasing 4%+4% = 8%

effective % = 8 + 8 + 8*8/100
= 16+64/100
= 16.64%
