x=-9 is a horizontal line and line p;erp;endicular to it will be vertical line.
so,slop;e will be 0

x=constant is a line which is pallel to Y axis and having slope as infinity.
here X=-9 is the line they have given.
any line perpendicular to it is of the form Y=0x+C.
compare above line with standard line y=mx+c where m is the slope
we get m=0.
so slope of the line which is perpendicular to x=-9 is zero (0) .
