consider 4 blanks _ _ _ _
1st blank can be filled in 7c1 ways (0,3,6 are neglecetd)
2st blank can be filled in 8c1 ways (0 considered along with 1,2,4,5,7,8,9)
3st blank can be filled in 8c1 ways
4st blank can be filled in 8c1 ways
therefore total 4 digit num without 3 and 6 is 7*8*8*8=3584

8*9*9*9=5832(considering only 6)
7*8*8*8=3584(consider 3&6)
ans=5832+5832-3584
=8080

4 digit means 4 places, and total digits are 0-9 =(10)
after excluding 3 & 6 numbers =(8)
1st place 1,2,4,5,7,8,9 = 7 (excluding 0, as its 1st place)
2nd place 7+1 =8
3rd place 7+1 =8
3rd place 7+1 =8
so numbers =7*8*8*8 =3584

no of 4digit nos =9*10*10*10= 9000
no not having 3 or 6 thn we have only 7 nos 4 thousands place and 8 for rest places
no of such nos= 7*8*8*8=3584

second, third and fourth can be filled in 8 ways (as we can have 0 in any of these positions)
so total ways will be 7*8*8*8= 3584 ways
