I solved it through hit and trial,

if there are 12 bicycles, then there are 24 wheels,
remaining wheels= 90-24= 66%4(wheels of a car)= we get remainder as 2. (rejected)

if there are 14 bicycles, then there are 28 wheels,
remaining wheels= 90-28= 62%4(wheels of a car)= we get remainder as 2. (rejected)

if there are 10 bicycles, then there are 20 wheels,
remaining wheels= 90-20= 70%4(wheels of a car)= we get remainder as 2. (rejected)

if there are 11 bicycles, then there are 22 wheels,
remaining wheels= 90-22= 68%4(wheels of a car)= we get remainder as 0. (accepted)
