No. Of 1 digit numbers = 1 to 9 = 9
No. 0f 2 digit numbers = 10 to 99 = 90*2 = 180
No. Of 3 digit numbers = 100 to 999 = 900*2 = 2700

Adding these => 2889 digit are there below 1000

Now let x numbers of 4 digits (starting from 1000) be joined so that sum is less than or equal to 28383

=> 2889 + 4x = 28383
=> 4x = 25494 = 25492 + 2
=> x = 6373 + 2 terms

=> 1000 + 6373 - 1 = 7372
( -1 because 1000 is also considered)

=> 28381st term is unit digit of 7372 = 2
Next 4 digits are 7 3 7 3

=> 28383rd term = 3

last term=first term+(nth term-1)*difference between consecutive digits
last term=1+(28383-1)*1
ans:28383
