let x be the total no of voters.
total no of valid votes=x-x/5-120=4x/5-120
these votes are polled to winner and looser.
w+l=4x/5-120.........>(1)
from the probleem
w-l=200.....>(2)
from 1 and 2
2l=4x/5-320

l=2x/5-160

total number of voters=votes polled to winner+votes polled to loser+x/5+120
=41x/100+2x/5-160+x/5+120
solve===>we get x as 4000
loser/total votes cast=(2x/5-160)-(4x/5-120)==>50%-5% =45% is the req answer.
