18 hours...
start from 3 ft -2 ft=1 ft in 1 hour
1+3=4ft - 2ft=2ft in 2hours
2+3=5ft-2 ft=3 ft in 3 hrs
go on continuing till 20 ft
17+3=20ft -2 ft=18 ft in 18 hrs.. he reaches 20 ft in 18th hour itself

17+3=20-2=18ft.......now 18+3=21 stop no more steps .......(exatly-18)
check on 20 hour it reaches 23ft (assume) so for 20 ft=20*20/23=17.39
check on 20 hour it reaches 21ft (assume) so for 20 ft=20*20/21=19.04
so it is in intermediate between 17 and 19 =18(as per approximation)

because at 17th hour it will reach 19th feet and slips back 2ft and reach to 17th feet,
and at the time of 18th hour it will reach 20th feet and then slips back 2ft, that means at the time of 18th hour it reaches the top
