Answer option is D
The Key is the difference of the sum of odd places and the sum of even places must be divisible by 11(Even 0 is divisible by 11)

Add up the numbers at the even place and the number at odd places and then subtract them eg.
4+5+2 = 11 and 1+6+4 = 11 . Then 11-11 =0. Hence D.

As of divisibility rule of 11 the alternate digits sum (sum of odd and sum of even).
When subtracted should be equal to either zero or 11.
So here we can see that
A. 235641
2+5+4=11
3+6+1=10
11-10=1
Hence not divisible by 11
B. 245642
2+5+4=11
4+6+2=12
12-11=1
Hence not divisible by 11
C. 315624
3+5+2=10
1+6+4=11
11-10=1
Hence not divisible by 11
D.415624
4+5+2=11
1+6+4=11
11-11=0
Hence it is divisible by 11
