sorry 1 thing i forgot to mention that size of each part will be different

I think ans should be both are insufficient
because we have many soln like 7+3+1+6 , 4+5+2+3 so we cant say about smallest part using two statement or alone ,because we have multiple soln like 1 ,2 etc

both a and b are insufficient to ans.
3264 gives 2 as a smallest number
3628 gives 2 as a smallest number
but
3719 gives 1 as a smallest number....so we cant find the smallest number by using both...
ans is both are insufficient tpo answer..

even both statement together are not sufficient to answer. bcoz solution is not unique we can get many solutions.

Both the statements are compulsory..
Suppose a, b, c & d r 4 parts of rope of diff lnth.
a =3
Given in question,
a+b+c=11,
b+c+d=10
If we subtract both eqations we will get ans
Smallest part as 2

Solutions of set 1 are : 2,3,6 ; 1,2,8 ; 1,3,7 ; 2,3,5
set 2 are : 1,2,7 ; 1,3,6 ; 1,4,5 ; 2,3,5
moreover from set 1 and set 2 there are two possible solutions i.e. First : 2,3,6 (first three ) and 1,4,5 (last three) Second : 1,4,6 (first three ) and 2,3,5 (last three) and in both ans minimum value is 1 . Hence, ans is a .

it is already mentioned in question that the smallest part so
4+1+6+3
the smallest part must be 1 cm
