27 numbers are possible.

First two digits are fixed,
Third digit can have 3 values 7,8,9.
4th digit can have 3 values 3,6,9.
5th and 6th digit can have 3 combinations like 31, 62,93.

so total combinations are 3*3*3=27

4th digit can have 3 values 3,6,9
5th digit can have 2 values 4 ,8
6th digit can hv 2 values 1,2.

so total possible license numbers = 3*3*2*2 =36

First two digits are 1 & 2
Third digit can either be 7 or 8 or 9
Fourth digit can be 3, 6, 9
since fifth digit is three times bigger than sixth digit then the possible combinations are 31 or 62 or 93
Total license number arranged using this arrangements = 3*3*3 = 27.

First digit can have one value 1
Second digit can have one value 2
Third digit can have three values 7,8,9
Fourth digit can have three values 3,6,9
Fifth digit can have two values 4,8
Sixth digit can have two values 1,2
Total no' of Possibilities=1*1*3*3*2*2=36

If fifth digit is three times sixth digit then Fifth and Sixth digits can be in pairs as (3,1),(6,2),(9,3)
