  s2=speed of stream
  So,28=(s1+s2)*5
  and 13=(s1-s2)*5
  Solving,s2=1.5km/hr

  Along the stream, speed = (v+u)
  5*(v+u) = 28
  v+u = 28/5.......(i)
  Opposite to stream
  5*(u-v) = 13
  u-v = 13/5.......(ii)
  Subtracting equation ii by eq i, we get
  2v = 3
  => v = 1.5 km/hr.
