  length of rope of each horse = 7cms.
  The four horse will be able to graze the area equal to 4*(1/4) *Pi*7^2 = 49*22/7= 154 sq cms
  
  Total area of square = 14*14 = 196 sq. cms
  No of days taken by horses to graze full square if they are not tethered = 196*11/154 = 14 days
