so for 3 the sum of all the digit must be divisible by 3..it means
a+b+3+1+3+3+a+b
i.e. 2(a+b)+10 should be divisible by 3....the min no . is 18 when we put the value of a+b is 4......bcoz a+b is multiple of 2 so 15 can be formed....
2) n for divisibilty of 4 the last 2 digit must be divisible by 4 it means ab=04 or 40.....
so a+b=0+4=4
