  let no. of males=x and females=y
  so x+y=15000 (1)
  x increases by 8% the nwe x=108x/100
  y increases by 10 % then new y=110x/100
  now,108x/100+110y/100=16300 -(2)

  By method of alligation,
  Ratio of male to female earlier = 4/300 :2/300 or 2:1
