Three older people cast their vote to 60 aged people as he is the oldest and 60 aged people cast his vote to 55 aged people, and 30 and 25 aged people cast their vote to 55 aged people as he is the second oldest, therefore in total 60 aged people will get 3 votes and 55 aged people will also get 3 votes. No one wins.

  so when 4 older ( for 3 person older person oldest meaning same, but who is oldest thats person cast his vote for next oldest(means from remaining 5) ).
