First burn both candles, one candle only from one side and other candle at both side.
Second candle burning from both end will burn out in 30 minutes. at this point light up other side of first candle which would have burnt half by now. it will take another 15 minutes to completely burn that candle.

lighten both side of a candle and one side of another. When the first candle is finished then it measures half hour and at that mean time lighten another end of the second candle. Finishing of the second candle will denote 45 minute.
