  Then,

  =>1200+{(y/100)*2800}=2800

  SO, 70%=?
  30=1200
  70=?
  Cross multiply them.
  we get=>30x=1200*70.
  =>x=1200*70/30
  =>x=2800 which is 70%.
  Total votes it got,1200=30%
  so,it need 40% more votes.
  40%=70%-30%.
  =2800-1200=1600.
  So, 1600 is the answer.
