here they have given, the diamond card has to be drawn, so we are selecting 1 card out of 13 cards.(i.e) 13C1
and there will be a total of four queens in 52 cards(1 in all the type). so if we are selecting 1 card from those 4, then the probability will be 4c1. but there are chances like, we can select the queen from diamond itself. therefore it will be 3c1
and since they hav given or as a connector , we should add both the possibilities.
