  exactly 1 + exactly 2 + exactly 3 = 100 - 3 = 97 % (2)
  now , (1) -(2)
  exactly 2 + 2 exactly 3 = 39
  given exactly 2 = 25%
  so, 25 + 2 exactly 3 =39
