one digit numbers = only 1
two digit .....13 using 26 digits
three digit numbers...128 .... 384 digits
Next 1147 four digit numbers ....4588 digits
total digits used = 4999

5000th digit will be first digit of (1+13+128+1147+1)= 1290 th multiple of 7 i.e. first digit of 1290*7 or first digit of 9030 i.e 9
