  assuming that father is picking his son in a vehicle with speed 35 km.hr,
  father met the son 15/2 mins before 4 PM.
  so distance travelled by father in 7.5 mins = distance travelled by son in 52.5 mins.
  
  so speed of son is 1/7 th of speed of father, i.e. 35/7 = 5 kmph
  
  if father and son are coming back by walking only, then case is different.
