cost price of 12 litres=12 rps

=3/12*100=25%

20% of 15 = 3
means there is 12 ltr milk and 3 ltr water
so
12 ltr mlk has ------------------------- 3 ltr wtr
then
1 ltr mlk would the amount of water---- 3/12 ltr = 1/4ltr
when seller selling 1 ltr milk at price X rs
while he paying only for that only 3X/4 rs
So there would be profit of X/4 rs

when you wrote "8/10 lit sp= 16 rs(given)"
you became wrong as you made water:milk = 200:800 = 1:4
but it is clear from question that in 1000 ml(1 lit.) we add 20% of water i.e.
water:milk = 200:1000 = 1:5
so, Actually correct solution will be...
20% of 15 lit = 3 lit.
we get 3 lit extra.
As the cp is same as sp so, let's say cp is rs 1/lit
so total cp =15
and total sp =18

if it is that then
let 100 litres be sold at 100 rup.
then adding 20% percent 120
120-100=20
