water thrown @ 15 tons in 1 hour,
Actual water storing/hr=280/13 -15=85/13 Tons
To store maximum 68 tons of water time required=68*13/85=884/85=10.4 Hr.
So Speed required to cover distance of 156 km= 156/10.4= 15 km/hr
