  so
  
  distance / time= speed
  x / t=54 (1)
  x/t+y=45 (2)
  1 divided by 2
  54/45=t+y/t
  
  on solving x=t/5
  let t be one hour so
  x=60/5=12
  that is 12 mins per hour
