  Women Eligible to vote 70% of 100w = 70w
  
  Men actually voted = 70% of 60m = 42m
  Women actually voted = 60% of 70w = 42w
  
  Total men and women voted = 42m + 42w = 42(m+w)
  Total population= 100m +100w = 100(m+w)
  
  fraction of the citizens voted during the election = 42(m+w)/100(m+w) = 0.42

• I think answer is 0.54 because
  id we take 100 female and 100 male then
  no of female who will vote is :- 60% of 70=42
  no of male who will vote is :- 70% of 60=42
  
  Now total female and male member who are eligible to vote out of 200 is 130
  thus 84% of 130 = approx 109
  
  Now question asked fraction of person who will vote (that means person who is not eligible will also get count)thus..
  x% of 200=109
  thus x=approx 54
