Let N be the number of jars and P be the number of pencils.
9(N-2)=P....(1)
7N+3=P......(2)
solving eq (1) and (2) we get the above answer

Expand the first equation:
9j-18=P
Plug that into the second one:

2j=21
j=21/2
j=10.5
use equation for P
9j-18=p
9*10.5-18=P
