  given that 14% of 5000 votes are invalid ie.(14/100)5000=700
  therefore valid votes are 5000-700=4300
  i.e A+B=4300----------1
  and given that A won by margin of 14% i.e A got (14/100)*4300 votes more than B
  which is equal to 602
  i.e A=B+602
  A-B=602--------2
  solve 1 and 2
  we will get A=2451
  and B=1849

  so valid votes =5000-700=4300
  let loser get x votes, so winner gets (x+3x/20)=23x/20 votes
  so x+23x/20=4300
  43x/20=4300
  x=2000
  23x/20 = 2300
