Probability o getting 4 at Tens place is : 1c1*8c1 = 1* 8 =8
Sum = 9+8 =17

Probability of getting 44 = 2! =2*1=2
So; Total = 17+2

- 19 is correct answer because, if we divide 11 to 100 in some section like 11 to 19, 20 to 29 ..... 90 to 99 except 40 to 49 there are total 8 4 coming and the very imp section i.e 40 to 49 contains 11 4 so 19 is the correct answer .

let us take _ _ two digit number
let fix the unit's place to 4 such as _ 4 then to fill ten's digit we can have 9 ways exlcuding 0 because given range is 11 to 100
now consider 4 in ten's digit it will be 4 _ here there are 10 ways of filling
total no. of 4 in btwn 11 to 100 is (9+10)-1
because as 44 will occur in both cases
