In questions like these there is only one simple Formula--- PIECES= CUTS + 1.
Here,pieces= 100 (since it's a 100m thread and we want pieces of 1m each,so total pieces obtained is 100).
Acc,to the formula-
100=cuts + 1
hence,cuts = 99
