  60% of total population is given as 162
  Total population = 162*100/60 = 270

• English Speaking - 80% , not speaking - 20%
  Hindi Speaking - 70% , not speaking - 30%
  people not speaking English+Hindi = 20+30=50
  people do not speak both as given = 10
  50-10=40--- so 40% does not speak 1 language or speaks only one language
  hence 100-40 = 60% can speak both the languages
  60=>162
  100=>??
  on solving
  162*100/60= 270
  so there are total 270 people in city
