So,
Let Old speed = s and Old time = t. So, Distance = st
New time = 0.75t
So, new speed = st/0.75t = s/0.75 = 1.33s

let us assume that he runs the same distance(d), and his old speed and time be s1 and t1 resp.
s1= d/t1------(1)
now he has to decrease or save 1/4th of his old time t1.
so new time (t2)= 0.75t1
new speed (s2)= d/(.75t1)------------(2)
difference in speed(s)= d/(.75t1) - d/(t1) = (0.25*d)/(0.75t1)
therefore percentage increase in speed= (difference in speed*100)/new speed
= (0.25*d)/(0.75t1) * (0.75t1)/(d) * 100%
