  It means downstream speed is 3 times upstream speed.
  
  
  If s is speed of stream, then
  (18+s)= 3*(18-s)= 54-3s

  s= 9 kmph

  suppose speed of stream is= x kmph
  now for row up speed is =(18-x)kmph
  and for row down speed is=(18+x) kmph
  given
  (18+x)=3*(18-x)
  or 18+x=54-3x
  or 4x=36
  so x=(36/4)=9 kmph
