I think there is some mistake in given data.
with given rates, if he wants to buy 100 candies with 1 dollar,
He can purchase 100 candies of $ 0.01 only for 1 dollar.

After the purchase 10 candy with the rate of $.01 we get rest amount is $.90 and rest candy is 90.
But there is no way to purchase rest 90 candy neither with the rate of $.05 nor $.02.
So answer is "error in given data".
