There are 12 switches on a switch board. 7 are in the on state and 5 in the off state.
If a person can change the state of exactly two of the switches in one shift, then in
how many shifts can all the switches be put in the same state (all on or all off. Also
there are only 2 states)

  i.e Either in ON state or OFF state
  Because, As said in the statement that person can change the sate 2 switches at a time so, 12/2=6
