  substitute value of (3,1) ,(2,3) and(0,-5) for values of x and y
  you will get
  9a+3b+c=1
  4a+2b+c=3
  c=-5
  after solving 3 equations we get values of a,b and c
  substitute that in
  first equation
  y=-2x^2+8x-5
