  from 1:00 to 2:00 there are 6 palindrome this are 1:01,1:11,1:21,1:31,1:41,1:51
  so 2:00 to 3:00,3:00 to 4:00,4:00 to 5:00,5:00 to 6:00,6:00 to 7:00,7:00 to 8:00 ,8:00 to 9:00,9:00 to 10:00 also have 6 palindromes.
  from 10:00 to 11:00 have 1 palindrome and 11:00 to 12:00 have 1 palindrome..
