• I think question is wrongly posted.Average speed of passenger train is not 16km/h it's 60 km/h.Then only c).40 is the answer.Otherwise no given option is correct.

• let the speed of freight train be x km/hr
  avg speed of passenger train=16km/hr(given)
  time it travelled=4hr
  so,distance=16*4=64km
  dist. travelled by freight train=dist. travelled by passenger train
  time taken by freight train=2 hr
  so,x*2=64
  x=32km/hr
