• let 20% solution is x liter,
  then 54% solution is 7-x liter for 7 liter solution
  
  reqired average solution is 38%
  
  therefore,
  
  20x+54(7-x)=38*7
  20x-54x=266-378
  34x=112
  x=3.29
  thus 3.29 liter solution of 20% strength
  and (7-3.29)=3.71 liter solution of 54% stregth

  54-38=16
