total distance to be travelled = 4 kms.
average speed reqd = 60 kmph.= 1 km per min
Time to be taken = 4 mins.
But already 3.5 mins has been spent while travelling first 2 sides with 30mph or 48 kmph or 0.8 km per min in 2.5 mins and third side with 60kmph in 1 min.
so last side of 1 km should be covered in 0.5 mins for overall average speed of 60 kmph .
