to pass.
As per the question to qualify he has to answer rest all
questions correctly
Let there are X questions left in the paper so he has to
answer all X questions to qualify.

Hence,
(7 + X)/(14 + X)=65/100
Solving we get X = 6

So the minimum number of questions in the paper is
14 + X =14 + 6 = 20
