  let chairs be x and mugs be y.
  hence,
  5x+3y=1900.....(1)
  &8x+5y=2900.....(2)
  multiply eq (2) by 5 and eq (1) by 8
  we get.
  40x+24y=15200....1
  40x+25y=14500....2
  
  subtract to solve the above eqns
  we get y=700;
  i.e. mugs cost 700 each.thus,eqn 1 lacks 5 mugs to reach desired result.
  so, 5*700=3500 ,add it to 1900
  answer=1900+3500(cost of 5 muge more)=5400
