x=1 and y=-1
we can get the numbers divisible by 11 and 3 respectively

If you sum every second digit and then subtract all other digits and the answer is zero or a multiple of 11. Starting from the first digit, add all the alternate digits to obtain sum S1. Now add up the remaining digits (that were not added in S1) to get S2. Find the difference S1 - S2 (or S2 - S1). If the result is divisible by 11 the number itself will also be divisible by 11.

Find out what the sum is. If the sum is divisible by 3, so is the number

(1+5+9+5)-(2+4+3)=20-9=11
now y=2
sum of the digit is 1+2+5+4+9+3+4= 28 not divisible by 3
