  In every rows,
  Sum of digits in 1st column = 2nd column = Sum of digits in 3rd column.
  
  So,
  1st row: 3+7 = 10 = 8+2
  2nd row: 2+9 = 11 = 4+7
  3rd row: 9+6 = 15 = 8+7
  4th row: 4+2 = 06 = 1+5
  
  So, answer of missing number is 6

  consider 1st row,
  3+7=8+2=10 which is the middle number in first row .
  in 2nd row middle number is 2+9=4+7=11
  so in the case of3rd row,
  4+2=1+5=6is the answer. ie, sum of digits of numbers on either side is same and is the middle number.
