As the same distance is covered with same speed by both the wheel, So both wheels will take the same time (10 min.). The time is not affected by the size of the wheel but it is affected by the distance travlled and speed with which it is covered.

irrespective of radius of the wheel, if the distance and speed are same. Time will also be the same to cover the distance
